DEMWE HYDROELECTRIC POWER PROJECT

Demwe HEP is part of Arunachal Pradesh’s Lohit river cascade development scheme. Lohit is one of the major tributaries of the mighty Brahmaputra that flows through India’s verdant North-East region. The Run-of-the-River Demwe Hydro Electric Power Project is being developed in two stages with a generation capacity of 1,750 MW (Demwe Lower) and 1,080 MW (Demwe Upper) respectively.

The 1,750 MW Demwe Lower HE Project (using 5 turbines of 342 MW each and an additional turbine of 40 MW; peak power generation of 6,322 GWh of electricity in a 90% dependable year at 95% plant availability to the National Grid) is being developed and implemented by Athena Demwe Power Limited, a Special Purpose Vehicle (SPV) for implementation of the project. Athena Demwe Power was formed by Athena Energy Ventures Pvt Ltd (AEVPL) pursuant to a Memorandum of Agreement (MoA) signed by AEVPL with Govt of Arunachal Pradesh in July 2007. On the 29 th of March, 2010 Athena Demwe Power was converted into a Public Limited Company.

The project will significantly enhance the quality of life of local people by way of development of infrastructure like roads and communications, availability of power for development of small / medium industries, employment generation and secondary benefits like boost to tourism etc.

    Demwe Lower (1750 MW)

  • All Statutory clearances have been received.
  • Detailed Project Report (DPR) has been concurred by the CEA.
  • Provisional " Mega Power " status received from Ministry of Power (MoP) in June, 2009.
  • Final Forest Clearance for the Project has been granted on 26th July, 2013.
  • The total land required for the project is 882.32 Ha, out of which, 714.32 Ha of land in Lohit District has been acquired by M/s. ADPL and lease agreement for the same has been signed with GoAP on 4th June, 2013. Award for Land measuring 164.42 Ha in Anjaw district was made by Deputy Commissioner Anjaw in September, 2012.
  • The Financial Closure of the Project is in process and is expected to complete by December 2013.
  • EPC Contract package has been awarded to Consortium of SEW Infrastructure Limited - Abir Infrastructure Private Limited in December 2010.
  • All major Infrastructure work at site has been completed.
  • The Construction work at site is expected to begin from January 2014.
  • PPA has been initiated between Athena Demwe Power Limited and PTC India Limited for long term sale of power corresponding to 60% of the total power (i.e. 1050 MW out of 1750 MW) for 35 years, on 15th June 2012.
  • The project is expected to commission in early 2019.
  • CSR initiatives of the company in the fields of Public Health, Education and Social Welfare are continuing in nearby villages.
  • Demwe Upper (1080 MW)

  • All site Investigation & survey work is completed.
  • Water Availability Studies, Design Flood Studies and GLOF studies approved by CEA/CWC.
  • DPR for capacity of 1080MW has been submitted to CEA/CWC in July 2012. CEA’s concurrence is expected by December, 2013.
  • Finalization of EIA/EMP report is under progress.
  • Forest application (Part-I) has been submitted on 3rd June, 2013 to Forest Department, Govt. of Arunachal Pradesh for diversion of 963.39 Ha of land (including reserve forest, community forest/agriculture, river bed etc.).
